Aristotle is a rarity in the history of philosophy and science - he is a towering figure in the history of both disciplines. Moreover, he devoted a great deal of philosophical attention to the nature of scientific knowledge. How then do his philosophical reflections on scientific knowledge impact his actual scientific inquiries? In this book James Lennox sets out to answer this question. He argues that Aristotle has a richly normative view of scientific inquiry, and that those norms are (...) of two kinds: a general, question-guided framework applicable to all scientific inquiries, and domain-specific norms reflecting differences in the target of inquiry and in the means of observation available to researchers. To see these norms of inquiry in action, the second half of this book examines Aristotle's investigations of animals, the soul, material compounds, the motions of heavenly bodies, and respiration. Historians of psychology often treat Aristotle’s De Anima as the first scientific treatment of their subject; and historians of biology do likewise with his zoological treatises. How are the investigations recorded in works such as the Parts of Animals and History of Animals connected to those in the De Anima? More specifically, given Aristotle’s views about man’s special and distinctive cognitive capacities, what does he think about man as an object of a distinctively zoological investigation? T. H. Huxley (1825-1895) was not only an active protagonist in the religious and scientific upheaval that followed the publication of Darwin's theory of evolution but also a harbinger of the sociobiological debates about the implications of evolution that are now going on. His seminal lecture Evolution and Ethics, reprinted here with its introductory Prolegomena, argues that the human psyche is at war with itself, that humans are alienated in a cosmos that has no special reference to their needs, and (...) that moral societies are of necessity in conflict with the natural conditions of their existence. Seen in the light of current understanding of the mechanisms of evolution, these claims remain as controversial today as they were when Huxley proposed them. In this volume George Williams, one of the best-known evolutionary biologists of our time, asserts that recent biological ideas and data justify a more extreme condemnation of the "cosmic process" than Huxley advocated and more extreme denial that the forces that got us here are capable of maintaining a viable world. James Paradis, an expert in Victorian studies, has written an introduction that sets the celebrated lecture in the context of cultural history, revealing it to be an impressive synthesis of Victorian thinking, as well as a challenge to eighteenth-century assumptions about the harmony of of nature. The main argument of this paper is that an evaluation of the overall explanatory power of a theory is less problematic and more relevant as an assessment of the state of knowledge than evaluation of statistical explanations of single occurrences in terms of likelihoods that are assigned to explananda.

Public health emergencies invariably entail difficult decisions among medical and emergency first responders about how to allocate essential, scarce resources. To the extent that these critical choices can profoundly impact community and individual health outcomes, achieving consistency in how these decisions are executed is valuable. Since the terrorist attacks on September 11, 2001, however, public and private sector allocation plans and decisions have followed uncertain paths. Lacking empirical evidence and national input, various entities and actors have proffered multifarious approaches on (...) how best to allocate scarce resources to protect the public's health. Though beneficial in some jurisdictions, these approaches fail to clarify how the type and amount of care delivered in major emergencies might be curtailed. This is due, in part, to a lack of meaningful guidance on shifting standards of care in major emergencies. (shrink)

This article discusses the work of George Udny Yule in relation to the evolutionary synthesis and the biometric-Mendelian debate. It has generally been claimed that (i.) in 1902, Yule put forth the first account showing that the competing biometric and Mendelian programs could be synthesized. Furthermore, (ii.) the scientific figures who should have been most interested in this thesis (the biometricians W. F. Raphael Weldon and Karl Pearson, and the Mendelian William Bateson) were too blinded by personal animosity towards each (...) other to appreciate Yule's proposal. This essay provides a detailed account of (i.), maintaining that Yule's 1902 proposal is better understood as a reduction, not a synthesis of the two programs. The results of this analysis are then used to evaluate (ii.), where I will instead argue that Bateson and the biometricians had good reasons to avoid endorsing Yule's account. (shrink)

In its assay of human understanding Two Dissertations implements Peripatetic, Cartesian, and even Lockean principles. The last notwithstanding, the work is an assault on the Lockean reduction of understanding to passive perception and on Locke's conception of knowledge as the perception of ideas and their relations. It is also an attempt to resuscitate reason in the teeth of nominalist accounts of rationality such as those of John Toland and allied freethinkers. 3 In pursuing these goals, it offers variations on traditional concepts of cognition, such as a conception of notions as acts of intellectual apprehension which an interpreting mind brings to bear on sensory appearances. This commentary addresses public health issues underlying homelessness and related law, policy, and advocacy options. After framing public health issues for affected individuals and the community, legal and policy approaches and related barriers are assessed. Major topics include deficits in housing availability, the role of state-based Medicaid programs, criminalization of homelessness, and the use of emergency declarations seeking to address particular issues related to homelessness in select states and localities.

The aim of this article is neither to challenge nor to defend Isaiah Berlin’s thought but rather to identify the main influences on his concept of liberalism. Berlin’s justification for liberalism is distinctive in that it reflects influences of Romanticism and Augustinianism. Unlike some liberals, his liberalism does not reflect unambiguous confidence in the products of the Enlightenment. Berlin valued the freedom of expression and identity, yet he feared that these freedoms faced potential threats from both left and right. These (...) considerations led Berlin to found his liberalism on the notion of limited government, as is reflected in his bias towards negative, rather than positive, liberty. Negative liberty implies restraint on the part of the state in order to limit anything that might act as an impediment to individual freedom. In contrast, positive liberty implies that the state may have to be active even to the point of imposing restrictions on individual freedom in order to ameliorate effective limits on liberty imposed as a consequence of societal inequities. Berlin is justly deemed to have been one of the great political theorists of the twentieth century. Few, even among his critics, would deny this, and even those who disagree with Berlin’s conclusions would acknowledge that his framing of the questions and his references to history have elevated and enriched the debate on liberalism. It is the continuous reports of unethical behavior in the form of data manipulation, cheating, plagiarism, and other forms of unacceptable behavior that draw attention to the issues of misconduct. The causes of misconduct are manifold whether it is the need to advance in a chosen discipline or to compete successfully for and obtain research funding. Disappointingly, individuals who are oriented to any form of dishonesty are individuals who had previously displayed little or no consideration for the feelings of others (...) and are therefore more interested in themselves, at the expense of the students, and others recognizing them by any means necessary. Are children of equal, lesser, or perhaps even greater moral importance than adults? This work of applied moral philosophy develops a comprehensive account of how adults as moral agents ascribe moral status to beings - ourselves and others - and on the basis of that account identifies multiple criteria for having moral status. It argues that proper application of those criteria should lead us to treat children as of greater moral importance than adults. This conclusion presents a basis for critiquing (...) existing social practices, many of which implicitly presuppose that children occupy an inferior status, and for suggesting how government policy, law, and social life might be different if it reflected an assumption that children are actually of superior status. Perhaps the greatest determinant of individual and societal welfare is who raises children and with what degree of discretion. Philosophers have endeavored in myriad ways to provide normative justification for ascribing a right to be a legal parent and to possess particular legal powers as a parent. This Article shows why they fail and offers an alternative theoretical framework for delimiting parental rights. The prevailing tendency in philosophical writing on the topic is to begin with observations and intuitions specific to (...) parent-child relationships. Against that tendency, this Article demonstrates the need to begin with principles at a high level of generality, covering a broad range of human relationships. This yields a much more limited moral right in connection with parenthood than do accounts that fail to generalize. (shrink)

Whatever its merits and difficulties, the concept of logic embedded in much of the "new philosophy" of the early modern period was then understood to supplant contemporary views of formal logic. The notion of compiling a natural history of the understanding constituted the basis of this new concept of logic. It first briefly considers the range of Aristotle's writings related to animals, including Historia animalium, Dissections, De partibus animalium, De motu animalium, De incessu animalium, De Anima, and Meteorologica IV. Government’s responsibility to safeguard the public’s health through law has been part of the social contract since ancient times. Cicero declared salus populi suprema lex esto - “the safety of the people is the supreme law”. Disraeli proclaimed that protecting the public’s health is the first duty of the statesman. Of the ten most important public health achievements of the 20th century in the US., seven are directly related to legal interventions, including legislative interventions. As new and existing risks to (...) health risks emerge internationally, governments have consistently used the law as a tool to define the goals of public health, direct public health authorities to accomplish these goals, and equip them with the power and resources to do so.Tobacco control represents a salient example of how law can be used to ensure health. Like other public health laws, tobacco control laws have historic grounds. Government and other policymakers have enacted laws to control tobacco use for hundreds of years. The works of Dieter Henrich and Manfred Frank argue that consciousness is fundamentally a self-awareness antecedent to reflection. This essay picks up the suggestion that consciousness itself is a field or medium of manifestation. As such it is a “metafact,” the anonymity of which transcendental philosophy seeks to overcome. This is required because the “facts” of the light of the mind and the intelligibility of what the mind discloses elude philosophical investigation as long as the anonymity reigns. Clarifying self-consciousness illuminates (...) what essentially must elude normal categorial and predicative investigation which presuppose the light of the mind and intelligibility. The seemingly esoteric issue of the discovery of the primacy of the pre- or non-reflective self-presence at the foundation of first-person reference may be said to found metaphysics in so far as this requires evidence for the inseparability of being from manifestation.
